Statement from the National Association of Therapeutic Schools and Programs (NATSAP) On the SUPPORT for Patients and Communities Reauthorization Act o

The National Association of Therapeutic Schools and Programs (NATSAP strongly supports the SUPPORT for Patients and Communities Reauthorization Act of 2025 (H.R. 2483), now enacted as Public Law 119-44. This bipartisan legislation reflects Congress’s continued commitment to addressing substance use disorders, overdoses, and mental health needs through comprehensive, evidence-informed, and community-based approaches.
NATSAP applauds the reauthorization and strengthening of critical US Department of Health and Human Services programs that serve children, adolescents, young adults, and families—particularly those focused on prevention, early intervention, treatment, and long-term recovery. Provisions supporting youth prevention and recovery services, treatment for children experiencing psychological trauma, housing and community-based recovery supports, and workforce development for behavioral health providers align directly with NATSAP’s mission to promote effective, ethical, and developmentally appropriate care.
The Association is especially encouraged by the bill’s attention to pregnant and postpartum individuals, youth and young adults, and individuals in recovery who require stable housing, employment supports, and access to trained professionals. Expansions to overdose prevention efforts, including addressing non-opioid overdoses, and investments in behavioral health education and training will help strengthen systems of care across the continuum.
NATSAP also supports the bill’s focus on systems-level improvements, including enhanced coordination through federal interagency efforts, safeguards for the National Suicide Prevention Lifeline, and ongoing review of evidence-based treatment options for substance use disorders. These measures are essential to ensuring access, quality, and safety in care delivery.
As the law is implemented, NATSAP looks forward to continued collaboration with Congress, HHS, and other stakeholders to ensure these programs effectively reach youth, young adults, and families with complex needs, including those served by therapeutic schools, residential treatment centers, and other specialized programs.
NATSAP appreciates Congress’s leadership in advancing policies that strengthen prevention, treatment, and recovery services nationwide and reaffirm the importance of comprehensive, community-based behavioral health care.
