NATSAP Applauds Passage of “Stop Institutional Child Abuse Act” in the U.S. Senate


Washington, DC— The National Association of Therapeutic Schools and Programs (NATSAP) celebrates the unanimous passage of the “Stop Institutional Child Abuse Act” (SICAA), S.1351, introduced by Senator Jeff Merkley [D-OR], by the U.S. Senate. This historic legislation is a significant milestone in improving oversight and safeguarding youth in residential treatment facilities.

“This legislation is the result of years of tireless advocacy by many groups and organizations in the field. NATSAP is proud to have been a vocal member of this broader coalition,” said John Singleton, NATSAP Board of Directors President. “Since 2015, NATSAP has taken to Capitol Hill, advocating for stronger oversight, ethical standards, and best practices for the residential treatment field. SICAA has been at the forefront of our Advocacy Day agenda since its introduction in 2021, and we are thrilled to see this progress.”

NATSAP has long advocated for higher ethical standards, best practices, and safety in youth treatment settings. This Senate vote reflects the power of collaboration and dedication within a broad coalition of advocates committed to protecting vulnerable youth.

As the legislation moves to the U.S. House of Representatives, NATSAP remains steadfast in its mission to promote reforms that ensure the safety, dignity, and well-being of children and families. These efforts will continue to be a priority for NATSAP, especially as the 2025 Congressional session begins.
