Statement on Implementation of the Stop Institutional Child Abuse Act Study
The National Association of Therapeutic Schools and Programs (NATSAP) recognizes the complexity of federal priorities and appreciates the ongoing commitment of the National Academies of Sciences, Engineering, and Medicine (NASEM) to advancing youth safety and well-being. While the Association understands that the Department of Health and Human Services (HHS), through the Substance Abuse and Mental Health Services Administration (SAMHSA), is unable to initiate the study mandated by the Stop Institutional Child Abuse Act of 2024 (Public Law 118-194) at this time, NATSAP remains optimistic about the potential for future collaboration.
The therapeutic school and program community is fully committed to the goals outlined in the legislation and stands ready to support this important work whenever the opportunity arises. NATSAP is proud to represent the field of credentialed professionals dedicated to trauma-informed care, ethical practice, and the continuous improvement of residential treatment services for youth and families.
In the meantime, our efforts continue. The Association will keep working alongside families, alumni, clinicians, researchers, and advocacy partners to advance meaningful reform, promote the highest standards of care, and ensure the voices of those with lived experiences remain central to the conversation.
NATSAP values the role that rigorous research and stakeholder engagement plays in shaping effective policy and is grateful to NASEM for the leadership and continued readiness. NATSAP looks forward to contributing to a future study and continues to be an active partner in the broader mission to support youth mental health and safety.
